Dan Tydingco is a seasoned policy strategist and business consultant with decades of experience in government affairs, corporate leadership, and community engagement. He currently consults for Telecommunication and Utility industries leveraging his expertise to drive strategic initiatives, policy development, and organizational growth.
Previously, Dan served as Senior Vice President of External and Legal Affairs at GTA, where he played a key role in shaping corporate policy, regulatory strategy, and public affairs. Before joining GTA, he was the Director of Policy, Planning, and Community Relations for the United Courts of Guam and previously served as the Executive Officer of the Supreme Court of Guam.
Dan’s extensive public service career began in 1983 as a Congressional Aide to Guam’s former Congressman A. B. Won Pat. He later held leadership roles, including Deputy Press Secretary for the late Governor Ricardo J. Bordallo and Chief of Staff for key legislative committees on Water, Utilities, Telecommunications, Judiciary, and Criminal Justice.
A graduate of Regis University in Denver, Colorado, with a bachelor’s degree in Political Science and History, Dan has dedicated his career to public service and economic development. He has held leadership positions on various professional and civic boards, including Chairman of the Port Authority of Guam Board of Directors and the Board of Catholic Cemeteries for the Archdiocese of Agana. He also led transition teams for both the 2010 and 2018 gubernatorial administrations, shaping key policy and economic strategies for the island.
With a deep understanding of government operations, regulatory frameworks, and business strategy, Dan continues to provide invaluable insights and leadership to organizations navigating complex challenges in Guam and beyond.

He also served as Director of the Bureau of Budget and Management Research, overseeing the Government of Guam’s $700-$900 million budget, and managed a $1.4 billion asset portfolio as Director of the Government of Guam Retirement Fund, serving over 16,000 members.
